Sexual harm prevention orders and Sexual risk orders
Sexual Harm Prevention Orders (SHPO) and Sexual Risk Orders (SRO) replaced Sexual Offences Prevention Orders (SOPO), Foreign Travel Orders (FTO) and Risk of Sexual Harm Orders (RSHO) on 8 March 2015. Their purpose is to simplify the civil prevention order regime and effectively disrupt and prevent the commission of sexual offences both prior to and post conviction. The SOPO/FTO regime was criticised as having artificial obstacles that allowed sexual offenders to continue to commit offences whilst avoiding the imposition (or renewal) of a prevention order. The review concluded that the prevention order regime needed to be updated to confront the modern realities of sexual offending.
